An introduction is always better.  Any type of investor, whether it’s an angel or venture capitalist, is more likely to take a meeting if they get a referral from someone they trust.   That said, there’s no reason you cannot or should not contact VC directly.  They’re in the business of funding companies, and they want deal flow.

If you don’t have any contacts at a particular firm, you can always go to their website.  Surprisingly enough, they often list their email addresses right on the site.  If they don’t, there’s usually a contact form there, or at least a phone number.   Don’t be shy.  It’s your job to get your company funded, and the worst they can say is “No, thanks” or not respond at all.
